This is a standard macro build with a Reactor Hellion opening. The twist is to fake that you are going for a bio transition, but in fact you're going for a mech composition.

Terran can play bio or mech in all match ups. A good way to make the most out of it is to use ambiguous builds that can transition to either bio or mech.
The redesign of Cyclone led to the development of a new battle mech style in TvZ. Unlike conventional mech, this new battle mech remains mobile on the map with Hellions and Cyclones. Further, it is also different from the old battle mech, because the new battle mech uses a hit-and-kite style rather than a frontal attack style. You can read more about the new battle mech in this article.
Knowing that mech is a popular option, Zerg players adapt by actively scouting for the transition Terran chose. This build utilises Zerg's scouting to sell that Terran is going for bio, but it later transitions to a mech composition. One of the steps is to start Stim when Zerg has vision of your production, then you cancel the Stim. You can read more about other details as to how this build aims to deceive Protoss in TerranCraft's May 2019 Metagame Build Orders article.
