This build comes from TIME vs HeroMarine on Fracture in the WCS Montreal.
Both openings converge to either 1-1-1 or Reactor Factory. Players can then be flexible with the selected set up, and choices made often take opponent's choices into account. Thus, there is no "new build" to discuss for TvT. The stagnate state of TvT opening also leads players to change minor things from the well known set up to catch opponent off guard. This build by TIME is a good example of this approach.

This is a pretty standard double Refinery expand opening. It goes for the Reactor Factory tech path, which usually means producing multiple Cyclone in the early game. This is a good set up that allows the player to get to three Command Centers early for either bio or mech transition (read about it in depth here).
The interesting twist to this build is the two Hellions for the early timing. This hits earlier than a usual push with three or five Cyclones. You can tell that HeroMarine was not ready for this in the vod. If you like to use the double Refinery expand opening with Reactor Factory, this is something worth exploring.
