This build is designed to be a Macro TvP Opener that allows you to do some economic damage with Tank Drops and Liberators if the Protoss plays greedy while remaining safe against Adept Warp Prism pressure and other Protoss allins and getting you a decently early third Command Center for a decent economy.

The initial Tank and Medivac can be used for harass if the Protoss has expanded or used as a mobile counter to adept pressure should the Protoss be one-basing or should you decide that you need the extra defensive firepower. The build also gets Liberators and Defender Mode relatively quickly, which can be used to pressure Protoss expansions and deny mining or to Zone out the Protoss ground army when you are on the attack.
The midgame army composition you are heading for with this build is Hellbat/Cyclone/Liberator with a few Tanks and Thors for support depending on the Protoss army composition. If you can force the Protoss to engage into Liberators in Defender Mode, you can make relatively short work of his army.
If the Protoss has gone for an extremely greedy Opener or has gone for an All-In which failed, then instead of getting a third Command Center, you can go for a push with Marine/Hellbat/Cyclone/Liberator as soon as you get Defender Mode. Note that you should begin researching Defender Mode as soon as the Starport Tech Lab completes - it's not actually in the Build Order because Spawning Tool hasn't been updated to allow for Defender Mode Research in Build Orders.
