The Goal is to punish Terrans who assume that 2 Hatch Opener = Mutalisk Openers. +1 Carapace Hydralisks will kill Marines and once your +2/+1 is done you should be able to close out the game at the latest.
The Build does not work as well vs Factory Openers (at a higher level). Good Terrans will get a lot of value out of their Ravens which are quite common at the moment. Hydralisks have a really hard time reaching the Ravens who will just rack up free kills. Against Raven openers, I suggest going for 2 Hatch Mutalisk instead.
I go for an 8 Ling drop @5:00 vs 16 marine drops to damage them a bit while defending with +1 carpace lings + Queens at home.
Take a 3rd Base once your Hydralisks are out but don't drone it. The build is a 2 base allin with a 3rd behind to gather larvae. Play as aggressive as you can but don't die to drops at home.
As soon as your Opponent takes his 3rd you have to move out and kill him.

Ling Queen beats the 16 Marine drop quite easily. The early evolution chamber allows us to use drops.
Terrans usually have no units at home when their 16 Marine drop moves out. At that point in time you can drop them with lings and do massive damage and potentially even delay their own drop.
Hydralisks with good macro destroy all non tank / liberator terran compositions.
The Build struggles versus high tank counts.
