It's a very efficient build against any early zerg composition, with exception of mutalisks rush (scouting or scanning required).
Hellions must be normally converted to hellbats before the attack. If the enemy uses banelings cyclones must be put in front of hellbats, otherwise hellbats should be a meatshield for cyclones. Remember that cyclones are key damage dealers to all armored units and structures, so keep them alife. If the enemy doesn't have a spire it's reasonable to constantly order new cyclones / hellions and rally them to the main army. If a spire is detected an engineering bay must be constructed at once to unlock missile turrets.
The build takes into account the last cyclone's reworking, which enabled players to build cyclones in a factory with reactor for 150M 100G.
