Uthermal's opener vs Neeb is very safe and has a lot of options for harassment as well, making it a strong middle of the road, harassment style build. It can be followed up with a strong MMM timing attack and is, in my opinion, a strong TvP build order.

Uthermal's widow mine placement allows him to snatch and Adept and deny scouting for Neeb early game (very important). Note how Uthermal uses his Liberators, Hellions, and drops to pressure the Protoss and attempt to gain momentum and tempo with his harassment. This is the strength of this build.
