The disruptor version of this build is already on Spawning Tool, but as Gemini mentioned, disruptors have been weakened so he substitutes high templar for splash. Storm DPS has also been weakened though, so you'll have to use it as more of a zoning tool with its larger area and longer duration. For example, zerg usually attacks from 2 sides, so you can storm ahead of one half of the army and attack the other side, forcing them to walk through the storms if they want to use their whole army.
