As of now, Serral has been the only one really executing this build on a regular basis. I think it's mostly to try to branch out of his standard macro style to keep his opponents on their toes. Because Serral is such an excellent and scary player to go against, his opponents tend to cut a lot of corners as they know how he's almost definitely going to play and this build seems to be to keep his opponents in check.
This build is very safe starting with 4 queens for defence and no overlord speed, working on getting fast tech such as Mutas or Hydras while keeping the opponent guessing and then going for daamage while macroing behind it.
This build does have it's weaknesses though against Protoss for example. Because no roach warren would be taken, it makes you vulnerable against adept and archon play. Also if the opponent opens with Phoenix, Mutas won't really work. Because of this, a roach warren can be taken instead of a bane nest, and a Hydra Den instead of a spire depending on the situation.
