The number on the left is your supply usage. At the beginning this changes only when you build an extra SCV. The above "build" does not list every SCV, which means you would keep building SCV's until your supply usage reaches the indicated level, and only then build the indicated structure.
Side note: This is not a serious build ("cheese build" with very low success probability) and you will likely want to stick to something more standard (with actual units such as marines or reapers) when starting the game.
